Temp staff management software for New Zealand hospitality

Some shifts cannot be covered by whoever is free. Duty manager certificates, acting manager limits and food safety training records all expire — and the roster has to know.

Short answer: temp staff management software gives a hospitality operator one place to fill shifts, hold the qualifications each role legally requires, capture worked hours, and pass approved hours to payroll. In New Zealand hospitality the compliance stakes are unusually specific: a licensed premises must have a certificated duty manager on duty at all times alcohol is sold, and food businesses must hold signed training records for every person who handles food.

The shift you can fill, and the shift you legally cannot

Hospitality staffing has a problem retail does not. Some shifts cannot be covered by whoever is free.

If alcohol is being sold or supplied to the public, the Sale and Supply of Alcohol Act 2012 requires a duty manager holding a current manager's certificate to be on duty — and their full name must be prominently displayed inside the premises, where people using it can easily read it. Not a senior person. Not somebody who has done it before. A person with a current certificate.

That certificate has a life cycle. It is first issued for twelve months, then usually renewed for three years. It requires the Licence Controller Qualification, made up of NZQA unit standards 4646 and 16705. If it lapses before a renewal application is lodged, the holder has to apply for a new certificate rather than renew.

So the roster question is never just "who is available Friday". It is "who is available Friday, and is their certificate still current".

The same logic applies to acting managers. An acting manager can cover an absent duty manager for no more than three weeks at any one time, and no more than six weeks in total in any twelve-month period. And the licensee has to notify the District Licensing Committee and Police within two working days of appointing, cancelling or terminating a manager, temporary manager or acting manager. Appointments not exceeding 48 hours do not need that notification, but they still have to be recorded in a day book along with the reason.

That is a lot of small, dated obligations sitting behind an ordinary shift swap.

What does temp staff management software do for a hospitality business?

  • Qualification and certificate tracking. Manager's certificates, LCQ records, food safety training records and right-to-work evidence held against each person, with alerts before expiry.
  • Timesheets and approvals. Capture actual hours worked, approve them, and make the approved hours the record.
  • Payroll handoff. Approved hours pass through to the payroll system you already use.

The value is not that software rosters faster. It is that the person who builds the roster stops carrying certificate expiry dates in their head.

What staff records does a New Zealand food business have to keep?

Under the Food Act 2014, most cafés, restaurants and bars operate under a Food Control Plan, usually built from an MPI template and verified by the local council.

Staff training is part of it. A training record must be completed and signed for each person who works in the business, managers included, and your verifier will check it. New staff need to be trained on the relevant procedures before they handle food unsupervised.

The part that catches people out is retention. Training records are not only for current staff. If a verifier asks about somebody who left six months ago, you need to be able to produce their record.

For a venue with steady casual turnover, that is a filing problem that grows every season. A folder works for eight people. It does not work for eighty over three years.

The 2028 change worth preparing for now

The Employment Leave Act 2026 received Royal assent on 6 August 2026 and replaces the Holidays Act 2003 on 6 August 2028. Until then, current Holidays Act rules apply.

For hospitality, where casual and variable hours are the norm rather than the exception, three changes matter:

  • Leave accrues in hours from day one instead of in weeks after twelve months.
  • A 12.5% leave compensation payment applies to casual and additional hours, replacing the 8% pay-as-you-go holiday pay for casuals.
  • A new test determines whether a day is an otherwise working day for public holidays — the calculation that has always been hardest for people whose shifts vary.

Signs a venue has outgrown its current setup

  • Somebody checks a certificate expiry date by asking the person who holds it.
  • The roster is rebuilt from scratch every week because availability changes constantly.
  • Hours get retyped from a paper sheet into payroll.
  • You have had a shift where you were not certain the duty manager cover was valid.
  • Finding a former staff member's training record takes longer than five minutes.
