A labour-hire worker is your worker too
This is the part of labour hire that gets misunderstood most often, and getting it right is the difference between a compliant site and an expensive one.
Under the Health and Safety at Work Act 2015, a PCBU's workers include employees, contractors, subcontractors and employees of labour-hire companies. A worker placed on your site is your worker for health and safety purposes at the same time as being ours.
Section 34 then requires that where more than one PCBU holds a duty for the same matter, each must consult, cooperate and coordinate with the others.
So the useful question is not who carries the duty — you both do — but whether you can actually evidence the consulting and coordinating. Worth being blunt about
Using a labour-hire provider does not transfer your health and safety duty. Any provider who implies otherwise is misreading the Act.
What a good provider can do is make the shared duty easy to discharge and easy to prove — verified tickets before dispatch, induction status on the record, and an audit trail neither party has to reconstruct after an incident.
Tickets & competency
What we verify, and where it comes from
Tickets are recorded per scheme and per machine type, each with its own expiry. A lapsed ticket stops counting the day it lapses.
- ConstructSafe competency
- CHASNZ's ConstructSafe is the industry competency benchmark, and it is deliberately employer-independent — a pass travels with the worker. The Tier 1 Foundation assessment is 50 questions with a pass mark of 43, sat in 30 minutes, and available in audio to remove language barriers. Higher tiers cover specialist trade activities, supervisors, managers and practitioners.
- Site Safe and site induction
- Site Safe passport schemes plus your own site induction. The underlying duty comes from the Health and Safety at Work (General Risk and Workplace Management) Regulations 2016, which require information, training, instruction or supervision — for contractors that normally means a documented site induction before first entry.
- Scaffolding Certificates of Competence
- Scaffolding CoCs are issued by SARNZ. The New Zealand Certificate in Scaffolding (General) at Level 3 is the prerequisite for an Elementary CoC, with a Trade certificate at Level 4 above it. Restricted CoCs are issued to overseas scaffolders on fixed-term visas for four years and cannot be renewed — a detail worth tracking, because it is a hard stop rather than a renewal reminder.
- Elevated work platforms
- EWP competency covering scissor lifts, boom lifts, trailer-mounted booms and vertical mast lifts, evidenced by HIANZ Silvercard. Recorded per machine type, not as a single blanket tick.
- Machine and vehicle endorsements
- A forklift driven on the road requires an F endorsement, which needs a full New Zealand driver licence and NZQA Unit Standard 18496. Special-type vehicles need W (wheels), T (self-laying tracks) or R (rollers) endorsements, each of which sits on top of a full Class 1 licence.
- Temporary traffic management
- Site Traffic Management Supervisors work under NZTA's Code of Practice for Temporary Traffic Management, with Unit Standard 31963 for practising STMS and 31962 for non-practising, plus activity-specific endorsements for things like portable signals and road marking.

How fast can I get labour on site?
A request goes out to every matched worker who is available for those dates and whose tickets are current, all at the same time, and acceptances come back through the app. For general labour where the requirement is a ConstructSafe Foundation pass and a site induction, the pool is broad and cover is usually straightforward. For ticketed trades — a scaffolder with the right Certificate of Competence class, or a practising STMS — availability is genuinely narrower, and we would rather tell you that honestly up front than confirm a booking we cannot fill. Either way you find out quickly instead of after three days of phone calls.
Are workers drug-tested and Site Safe inducted?
Pre-employment and random drug and alcohol testing is standard practice on most New Zealand sites, and testing status is recorded against a worker's profile along with the date it was carried out, so you can see it before you confirm rather than discovering a gap at the gate. Induction works the same way: Site Safe passport status and your own site-specific induction are both tracked, and a worker who has not completed your induction is flagged as needing it before first entry. Because requirements differ between principals and between sites, we hold your specific regime against your account rather than assuming a single industry default.
What trades and tickets can you supply?
General labourers and hammer hands through to carpenters, formworkers, steel fixers, concreters, scaffolders, traffic controllers and STMS, machine and plant operators, and civil crew. On the ticket side we verify and monitor ConstructSafe assessments across all tiers, Site Safe passports, SARNZ scaffolding Certificates of Competence including Elementary, Trade and Restricted, HIANZ Silvercard EWP competency, and NZTA F, W, T and R endorsements. Each ticket is recorded with its expiry so it stops counting the day it lapses.

How do weekly pay, ACC and holiday pay work?
Approved timesheets flow straight into a payroll-ready export, which is what makes a weekly pay cycle practical rather than an administrative burden. ACC levies and holiday pay are handled through normal payroll obligations for the engaging employer, and because the platform holds an accurate, approved record of hours by worker by week, the figures those calculations depend on are correct at source. Can I scale a crew up and down by the day?
Yes, and this is usually the reason construction clients come to us rather than putting more people on permanently. Programme dates move, weather closes a window, a consent milestone slips. You can post for eight people on Monday and four on Wednesday without renegotiating anything, and the workers who have already been inducted on your site are the ones offered first, so you are not re-inducting a fresh crew every time.
